Notwithstanding the preceding fundamental criticism of the Commission's conduct in regard to taking disciplinary measures, Commission President Santer's commitment to undertake a thorough review of the Staff Regulations, with particular regard to the practicability of disciplinary proceedings, points in the right direction and is, therefore, to be warmly welcomed.

Notes that the Commission, in the light of the experiences with the breach of the ban on exports from the United Kingdom in the implementation of Directive 662/89, has still not submitted a proposal to the Council and the European Parliament for improvements to the monitoring system, which links checks in the country of origin with spot checks and physical checks at the frontiers and improved information to the authorities in the country of destination; draws attention, however, to the agreement by the President of the Commission, Mr Santer who has announced the submission of proposals on the monitoring system by February 1998 at the latest;
29. constate que la Commission, à la lumière des enseignements tirés, dans le contexte du contournement de l'interdiction d'exportation frappant le Royaume-Uni, de la mise en oeuvre de la directive 662/89, n'a pas encore présenté au Conseil et au Parlement européen de proposition visant à améliorer le système des contrôles, conjuguant les contrôles effectués dans le pays d'origine et les coups de sonde et contrôles matériels effectués aux frontières ainsi qu'une amélioration de l'information des autorités du pays de destination; rappelle toutefois l'engagement pris par le Président Santer, qui a annoncé la présentation de propositions relatives au système de contrôle pour le mois de février 1998 au plus tard;
