As regards what Mr Brok said, for instance regarding the issue of the Commission being accountable to both the Council and Parliament, this is an area we need to explore, but we believe that it is fully in line with what he called the Montesquieu rule, although it is true that, should the Council have to adopt measures affecting the Commission, in that case, the President of the Commission would not be part of the Council and the confusion described by Mr Brok would be avoided.

Will the Commission state what it hopes to achieve with its proposal, with particular regard to discouraging children and young people from starting to smoke and/or encouraging them to give up smoking, and does it hope that, eventually, it might be possible to submit a proposal for a directive on this issue?
La Commission pourrait-elle expliquer les objectifs de sa proposition, en particulier pour ce qui est de décourager les enfants et les jeunes de commencer à fumer et/ou de les encourager à renoncer au tabagisme et pourrait-elle dire si elle espère qu'il pourrait être finalement possible de présenter une directive sur cette question ?

Hence, our main question to the Council and to the Commission is, what is the current state of play as regards the implementation of the agreements and resolutions which form part of the acquis communautaire , what is the timetable here and why are there still so many delays in this area?

We will make the Community institutions aware of what we are able to do, and what is possible in general, as regards coordination, not just at political level but also as regards what the Commission itself can achieve in terms of its scope for managing the accession process.
