In order to prepare for the end of the import quota system on 1 January 2005, the European Commission set up a High Level Group to recommend ways of increasing the competitiveness of the European textile industry.

The report shall be based on an extended consultation with all stakeholders and a thorough impact assessment, and shall be accompanied, where justified, by legislative proposals. The Rapporteur considers that the Working Group on Textile Names and Labelling could constitute an appropriate forum as starting point for the discussion, but emphasises that the Commission should ensure a more systematic involvement of civil society, consumer representatives, social partners and institutional stakeholders in order to ensure that the composition of the Working Group reflects the positions of all interested parties.
Le rapporteur estime que le groupe de travail sur les dénominations et l’étiquetage des produits textiles pourrait constituer un forum approprié pour lancer les discussions, mais il souligne que la Commission devrait garantir une participation plus systématique de la société civile, de représentants des consommateurs, de partenaires sociaux et d’acteurs institutionnels afin de s'assurer que la composition du groupe de travail reflète les positions de toutes les parties concernées.

Concerning the package of measures the Commission has been preparing to face these challenges raised by the Honourable Member, the Commission wishes to draw attention to the textile communication adopted on 13 October 2004 entitled “Textile and Clothing after 2005 - Recommendations of the High Level Group for textiles and clothing”, where the Commission builds on the work carried out by the High Level Group in which Members of the Parliament participated and proposes several actions to enhance the competitiveness of the European textile industry in a fair post-ATC (Agreement on Textile and Clothing) environment.
Concernant le paquet de mesures que la Commission a préparé pour faire face aux défis soulevés par l’honorable parlementaire, la Commission souhaite attirer l’attention sur la communication relative aux textiles adoptée le 13 octobre 2004, qui s’intitule «L’avenir du textile et de l’habillement après 2005 - Recommandations du groupe de haut niveau «Textile et habillement»». Dans ce document, elle se base sur les travaux réalisés par le groupe de haut niveau, auxquels ont participé des députés européens, et propose plusieurs actions visant à renforcer la compétitivité de l’industrie textile européenne dans un environnement équitable postérieur à l’accord sur le textile et l’habillement.
