In this regard, the Commission would remind the Member States concerned of the need for increased control and monitoring of these channels and the importance of ensuring, where practicable and by appropriate means, that these television broadcasters meet the proportionss laid down by Articles 4 and 5 of the Directive, in line with the principle of progressive improvement.
