The Appendices to Annex 11 to the Agriculture Agreement were amended for the first time by Decision No 2/2003 of the Joint Veterinary Committee set up by the Agreement between the European Community and the Swiss Confederation on trade in agricultural products of 25 November 2003 amending Appendices 1, 2, 3, 4, 5, 6 and 11 to Annex 11 to the Agreement (1).

Cooperation between the ILO and the WTO, which was resumed by the Directors-General of the two organisations, must go much further and the European Union must act as the driving force in this respect. We are putting forward two specific proposals: the first is that the ILO should be granted observer status in the WTO, as is the case for the International Monetary Fund; the second is that the WTO should set up – and the Union should propose this – a committee on trade and decent employment, modelled on the Committee on Trade and Environment, which has enabled a great deal of progress to be made on the interaction between environmental and trade rules.

Takes the view that the proposed exercise should focus first and foremost on the very aims of the multilateral trade system, to ensure that they are mutually supportive and consistent with the action being taken by other international organisations; considers in particular that the coordination of WTO activities with those of the International Labour Organisation ( ILO), the United Nations Food and Agriculture Organisation (FAO), the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the World Health Organisation (WHO), the United Nations Conference on Trade and Development (UNCTAD) and the Kyoto programme on renewable energy, should be strengthened, in order to ensure greater consistency in the decision-making process of those organisations; in this connection, believes that the ILO should be granted observer status and that a committee on trade and decent employment should be set up modelled on the Committee on Trade and Environment;

The position to be taken by the European Union within the Joint Committee on Agriculture set up by the Agreement between the European Community and the Swiss Confederation on trade in agricultural products, as regards the adaptations of the Agreement as far as bilateral trade in products falling under heading 0406 of the Harmonised System is concerned to take account of the fully liberalised trade in the sector, shall be based on the draft Decision of the Joint Committee on Agriculture attached to this Decision.

The Parties shall examine, in the Association Committee, product by product and on an orderly and appropriate reciprocal basis, the opportunities for granting each other further concessions with a view to improving liberalisation of trade in agricultural and processed agricultural products.

The Ministerial Conference of the World Trade Organization (WTO) to be held in December 1996 will consider a report drawn up by the WTO's Committee on Trade and Environment (CTE) and will review the Committee's mandate ('to identify the relationship between trade measures and environmental measures, in order to promote sustainable development'). In this connection, the Commission has submitted to Council and Parliament a communication to enable the Union to play a full part in the debate on trade and environment, a matter to which the international community is devoting increasing attention.
