WELCOMES the further specification of the functions of the Standing Committee on Climate Finance in order to assist the Conference of the Parties in exercising its functions with respect to the financial mechanism of the Convention and in preparing a biennial overview of climate finance flows; INVITES the Committee to define an efficient and cost – effective work programme that avoids any overlap with other institutions;

The Standing Committee on climate finance: the Standing Committee should provide a periodic overview of financial flows of climate finance from all relevant sources, review the distribution of climate finance and encourage synergies and coordination.

EMPHASISES the importance of the Standing Committee's advisory role; CONSIDERS that the Standing Committee should assist the COP in providing guidance with respect to the financial mechanism of the Convention aiming at improving coherence, encourage synergies and coordination in the delivery of international climate change financing; in this context, the Standing Committee should review the distribution of climate finance, identify finance gaps and provide a regular overview of climate financing provided to developing countries. In this context PROPOSES that the UNFCCC Secretariat should support the Standing Committee’s work, and regularly collate comprehensive information on both public and private climate finance flows".
SOULIGNE l'importance du rôle consultatif du comité permanent; EST D'AVIS que ce comité devrait aider la CdP en fournissant des orientations concernant le mécanisme financier de la convention en vue de renforcer la cohérence, et encourager les synergies et la coordination dans la mobilisation de financements en faveur de la lutte contre le changement climatique au niveau international; à cet égard, le comité permanent devrait se pencher sur la répartition des financements en faveur de mesures de lutte contre le changement climatique, recenser les lacunes et présenter un bilan périodique des financements destinés aux pays en développement pour ces mesures; PROPOSE à cet égard que le secrétariat de la CCNUCC apporte son soutien aux travaux du comité permanent et recueille régulièrement des informations complètes sur les flux de financement en faveur de la lutte contre le changement climatique émanant des secteurs public et privé".

WELCOMES the decision to establish the Green Climate Fund and the setting up of the Transitional Committee to design it; UNDERLINES the need for the Transitional Committee to work in an open and transparent manner; and CONFIRMS that the EU will engage actively, in a coordinated manner, in the process of designing the Green Climate Fund; EMPHASISES that experts with technical financial and climate experience, e.g. from financial institutions including finance ministries, IFIs and MDBs, should play a key role in the work of establishing the fund; WELCOMES the initiative of the EIB together with European financial institutions to support jointly the work of the Transitional Committee; and LOOKS FORWARD to the establishment of an effective and efficient fund which could manage large scale financial resources from a number of sources and is equipped with the financial instruments needed to achieve its priorities.
SALUE la décision de créer un Fonds vert pour le climat et la création du comité de transition chargé de le concevoir; SOULIGNE que le comité de transition doit œuvrer d'une manière ouverte et transparente et CONFIRME que l'UE s'emploiera activement, et d'une manière coordonnée, à contribuer au processus de conception du Fonds vert pour le climat; INSISTE sur le fait que des spécialistes disposant d'une expérience dans les domaines technique, financier et climatique, issus par exemple des institutions financières, y compris les ministères des finances, les IFI et les BMD, devraient jouer un rôle clé dans la mise en place du fonds; SE FÉLICITE de l'initiative prise par la BEI, en concertation avec d'autres institutions financières européennes, de soutenir conjointement les travaux du comité de transition et ATTEND AVEC INTÉRÊT la mise en place d'un Fonds efficace et performant, qui soit en mesure de gérer des ressources financières considérables provenant de sources variées et doté des instruments financiers nécessaires pour concrétiser ses priorités.
