Senator Banks: I am not a procedural expert by any means, but I think there is an aspect of the rules — and, senators may know this rule better than me — such that when a reference is made to a committee to continue a study, if the study is a continuation, often in the Senate, a motion is made that allows the committee to take that continuation into account so that a committee has proper possession of previous testimony taken.
