The Council adopted this morning the Regulation, in accordance with the joint text agreed by the Conciliation Committee, on the introduction of common rules on compensation and assistance to air passengers in the event of denied boarding and of cancellation or long delay of flights.

The Council and the European Parliament meeting yesterday evening in the Conciliation Committee reached an agreement on a proposal for a Regulation introducing common rules on compensation and assistance to air passengers in the event of denied boarding and of cancellation or long delay of flights. This agreement must be now endorsed by the Parliament (majority of votes cast) and the Council (qualified majority voting procedure) for the Directive to be adopted.
Le Conseil et le Parlement européen, réunis hier soir au sein du comité de conciliation , sont parvenus à un accord sur la proposition de règlement établissant des règles communes en matière d'indemnisation des passagers aériens et d'assistance en cas de refus d'embarquement et d'annulation ou de retard important d'un vol. Pour que le règlement soit adopté, cet accord doit maintenant être confirmé par le Parlement (majorité des suffrages exprimés) et par le Conseil (procédure de vote à la majorité qualifiée).

Notes the report submitted to Parliament on appropriations carried over automatically from 1997 to 1998 and from 1998 to 1999 for which the cancellation rate was higher than 10% ; believes that a great deal of the cancellations were due to rules that need tightening (late submission of supporting documents concerning Members" language courses), inadequate planning at administrative and political level (cancellation or even overestimation of mission orders, cancellation of commission meetings at the end of the year), the late billing by the Joint Interpreting and Conference Service (JICS), over-estimates to avoid the risk of insufficient availability of appropriations etc.; asks the Committee of the Regions to take the appropriate action to remedy that situation, where appropriate in cooperation with the other institutions concerned;

We also had the bizarre situation where the most pertinent government documents leading up to the awarding of the contract were accidentally handed over and reviewed by the lawyer working for Mr. Nixon, who made the ultimate recommendation to cancel the contract, while the Senate committee was denied access to the same documents by the Privy Council on the basis of privilege, and there was nothing the committee could do about it.
