Le conflit, largement entretenu, de ces dernières semaines entre le Parlement et le Conseil, ne doit pas nous faire oublier quelques questions essentielles : quant à l’aide octroyée à la province du Kosovo, on peut s’étonner que celle-ci ne soit pas conditionnée par le retour définitif à la paix, ce qui n’est hélas pas le cas ainsi que le rappelle un récent rapport de l’OSCE ; quant aux sommes allouées, les membres de la commission des budgets ont assisté au fil des commissions à un véritable marchandage, les institutions jonglant avec les millions d’euros, sans que personne n’ait réellement pris la peine d’évaluer les besoins de la région, chacun s’accordant à dire que le Kosovo ne pouvait actuellement absorber de telles sommes, équivalentes à la moitié de son PNB.
