Given its importance for a common immigration policy, this work will constitute one of the key actions in the Action Plan requested by the Council Conclusions regarding Common analysis and the improved exchange of statistics on asylum and migration.
Compte tenu de l'importance qu'il revêt pour l'élaboration d'une politique commune en matière d'immigration, ce travail constituera l'une des mesures clés du plan d'action demandé par le Conseil dans ses conclusions en ce qui concerne l'analyse commune et l'amélioration de l'échange de statistiques en matière d'asile et de migration.

Since the objective of this Regulation, namely contributing to the efficient management of migration flows and to the implementation, strengthening and development of the common policy on asylum, subsidiary protection and temporary protection and the common immigration policy, cannot be sufficiently achieved by the Member States but can rather be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union (TEU).
Étant donné que l’objectif du présent règlement, à savoir contribuer à une gestion efficace des flux migratoires ainsi qu’à la mise en œuvre, au renforcement et au développement de la politique commune en matière d’asile, de protection subsidiaire et de protection temporaire et de la politique commune en matière d’immigration, ne peut pas être atteint de manière suffisante par les États membres mais peut l’être mieux au niveau de l’Union, celle-ci peut prendre des mesures conformément au principe de subsidiarité consacré à l’article 5 du traité sur l’Union européenne.

Finally, a common immigration policy cannot work unless there is a meaningful partnership with third countries, whether countries of origin or of transit.

In order to monitor progress over time and to ensure the overall consistency both of EU policy and instruments with an impact on immigration and of national policies, the Commission intends to prepare an annual report on the development of the common immigration policy.
