While reminding the Participating States that the principle of real common pot is important, each Participating State will decide, within funding rules and procedures common to the programme, whether to administer its own contribution or whether its contribution will be administered by the BONUS EEIG.

23. Urges the Commission to satisfy the requests of the ACP countries and the LDCs and explore the possibility of a regulatory arrangement for the EBA initiative which allows the European Union to retain its ability to manage supply and avoids making the level of Community production the obligatory adjustment variable of the new common organisation of the market; suggests that this formula should take the shape of instruments for the quantitative monitoring of import quotas which could be reviewed at regular intervals on the basis of the real impact of the EBA initiative on the development of the countries concerned, particularly in terms of local employment and production; proposes that the quotas be at a level which enables other foodstuffs to be produced to meet the country's own needs;
23. demande instamment que la Commission fasse suite aux demandes faites par les pays ACP et les pays les moins développés et réfléchisse à une formule de réglementation de l'initiative EBA, qui permette à l'Union européenne de conserver sa capacité de gestion de l'offre et qui évite de faire du niveau de production communautaire la variable d'ajustement forcée de la nouvelle OCM; suggère que cette formule mette en place des instruments de contrôle quantitatif pour un contingentement des importations qui pourrait être réévalué périodiquement en fonction de l'impact réel de l'initiative EBA sur le développement de ces pays, notamment en termes d'emploi local et de production; propose que ces quotas soient répartis à un niveau qui permette la production ultérieure d'autres denrées destinées à assurer l'approvisionnement alimentaire du pays concerné;

That is why we have now proposed, in our October communication, that the quotas be administered by means of the so-called 'greyhound’ system, which means that this procedure would henceforth be used for the administration of all three quotas.
