I very much regret that the fury directed towards the alleged financial irregularities of the Commission causes us to forget more and more that 80% of cases of mismanagement of Community finances involve the Member States.

Notes that, in the area of agricultural expenditure, reported losses have fallen by over 50% from EUR 169,7 million (2003) to EUR 82,1 million (2004); regrets the fact that the higher the amount of support concerned, the less willingness there is to report cases; yet again criticises the fact that Germany, Greece and Spain have still not introduced an electronic reporting system; furthermore, Germany and the Netherlands in particular are failing to meet their obligation to communicate the identity of natural and legal persons involved in irregularities which have been established;
6. constate que, s'agissant des dépenses agricoles, le montant du préjudice a reculé de plus de 50 %, à savoir de 169,7 millions d'EUR (2003) à 82,1 millions d'EUR (2004); déplore que la propension à notifier les cas diminue avec l'accroissement du montant des subsides; réitère ses critiques à propos du fait que l'Allemagne, la Grèce et l'Espagne n'ont pas encore mis en place un système d'information électronique; ajoute que l'Allemagne et les Pays-Bas, en particulier, ne respectent pas leur obligation de communiquer l'identité des personnes physiques et morales impliquées dans les irrégularités constatées;

As soon as the Commission learns that a case of fraud or irregularity involving a significant amount has been detected but not reported as required by Regulation No 1150/00, it reminds the Member State in question of its obligations as regards the protection of the financial interests of the Community.
Dès qu'elle prend connaissance de la détection d'un cas de fraude ou d'irrégularités d'une taille significative et non communiquée au titre du règlement n° 1150/00, la Commission rappelle à l'Etat membre concerné ses obligations en termes de protection des intérêts financiers de la Communauté.
