The Council unanimously adopted yesterday by written procedure the Decision of the European Parliament and of the Council establishing a Community action programme to promote activities in the field of the protection of the Community's financial interests ("HERCULE" programme).

PROTECTION OF THE FINANCIAL INTERESTS OF THE COMMUNITY The Presidency noted that no delegation had any difficulties over the content of the draft Regulation concerning on-the-spot checks and inspections carried out by the Commission on the economic operators concerned in order to protect the European Community's financial interests against irregularities, as it stood following preparatory work.

Protection of the Community's financial interests The Commission is very much in agreement with the Court's recommendation that there should be legislative reform to provide greater protection for the Community's financial interests.
