The detailed rules laid down in this Regulation replace those laid down in Commission Regulations (EEC) No 784/68 of 26 June 1968 laying down detailed rules for calculating cif prices for white sugar and raw sugar , (EEC) No 785/68 of 26 June 1968 determining the standard quality and laying down detailed rules for calculating the cif price for molasses , (EC) No 1422/95 , (EC) No 1423/95 of 23 June 1995 laying down detailed implementing rules for the import of products in the sugar sector other than molasses , (EC) No 1464/95 of 27 June 1995 on special detailed rules for the application of the system of import and export licences in the sugar sector and (EC) No 2135/95 of 7 September 1995 laying down detailed rules of application for the grant of export refunds in the sugar sector .

In order to prevent any abuse associated with the re-import or re-introduction into the Community of sugar sector products that have qualified for export refunds, no export refund should be fixed for the countries of the western Balkans.
Pour éviter tout abus lié à la réimportation ou à la réintroduction dans la Communauté de produits sucriers ayant bénéficié de restitutions à l’exportation, il convient de ne fixer aucune restitution à l’exportation pour les pays des Balkans occidentaux.

In order to pursue the objectives set out in Article 33 of the Treaty, and notably in order to stabilise the markets and to ensure a fair standard of living for the agricultural community within the sugar sector, it is necessary to fundamentally review the common organisation of the market in the sugar sector.
Pour atteindre les objectifs énoncés à l'article 33 du traité, et notamment stabiliser les marchés et assurer un niveau de vie équitable à la population agricole du secteur du sucre, il est nécessaire de remanier en profondeur l'organisation commune des marchés dans le secteur du sucre.

One of the aims of the reform in the sugar sector, as provided for in Council Regulation (EC) No 318/2006 of 20 February 2006 on the common organisation of the markets in the sugar sector (4), is to enhance the market-orientation of the Community sugar sector.

(12) Since commitments to reduce export support were implemented during the transitional period, the basic quantities of sugar and isoglucose and the quotas for insulin syrup should be kept at their present levels, but it must be possible for the relevant guarantees to be adjusted as necessary to enable the Community to comply with its commitments under the Agreement, while taking account of the fundamental factors affecting the situation of its sugar sector.
(12) Les engagements de réduction du soutien à l'exportation étant intervenus durant la période de transition, il convient de fixer les quantités de base de sucre et d'isoglucose existantes et des quotas de sirop d'inuline, tout en prévoyant que les garanties qui s'y attachent puissent être adaptées, le cas échéant, de manière à permettre, compte tenu des éléments fondamentaux de la situation du secteur dans la Communauté, le respect des engagements pris dans le cadre de l'accord.

Whereas experience gained in the sugar sector since the entry into force of Regulation No 1009/67/EEC has demonstrated the importance of free competition for the marketing of sugar ; whereas free competition can be encouraged if independent traders participate in the marketing of sugar ; whereas participation by independent traders would be of particular value in trade between Member States and in trade with third countries since independent sugar undertakings play an essential role in this field ; whereas the position of these undertakings should therefore be strengthened in the common organisation of the market in sugar ; whereas, to that end, they should be allowed to offer Community sugar for intervention, so that they can effect their commercial transactions under normal conditions;
