considérant que, afin de stimuler davantage les producteurs groupés en organisations à moderniser leurs vergers pour répondre aux exigences du marché, il convient de subordonner l'octroi des aides à la constitution de l'organisation et à la création d'un fonds de roulement à la présentation d'un plan d'amélioration de la qualité ainsi que de la commercialisation, et à l'approbation de ce plan par les autorités nationales désignées par les États membres; que, pour répondre à l'objectif, ce plan doit, en premier lieu, viser à réaliser une amélioration génétique et culturale des produits de plantations homogènes non disséminées parmi d'autres plantations; qu'une aide spécifique doit être octroyée pour la réalisation de ce plan, assurant le concours des États membres et de la Communauté; qu'il importe toutefois de limiter le montant de cette aide et de lui conférer un caractère transitoire et dégressif afin d'augmenter progressivement la responsabilité financière des producteurs;
