This document sought "to help national and regional authorities to prepare their programming strategy for each of the Objectives 1, 2 and 3 of the Structural Funds and their links with the Cohesion Fund" so as to make the best possible use of Community assistance.
Ce document vise à aider les autorités nationales et régionales dans la « préparation de leur stratégie de programmation au titre de chacun des objectifs 1, 2 et 3 des Fonds structurels ainsi que leurs liens avec le Fonds de cohésion », afin de permettre une utilisation optimale des interventions communautaires.

Practical proposals made in this communication will help to further mainstream conflict prevention in external assistance.

11. Urges the international community to help Nigeria and the neighbouring countries who host refugees (Cameroon, Chad and Niger) to provide all necessary medical and psychological assistance to those in need; appeals to the authorities in the sub-region to ensure ease of access to the full range of sexual and reproductive health services for women and girls who have been raped, in accordance with the common Article 3 of the Geneva Conventions; stresses the need to implement a universal standard for the treatment of war rape victims and to ensure the primacy of international humanitarian law in situations of armed conflict; expresses its full sympathy with women and children who have survived the blind terrorism perpetrated by Boko Haram; calls for the establishment of specialised education programmes aimed at women and children who are victims of war and society as a whole, to help them overcome the terror experienced, to give appropriate and comprehensive information, to combat stigmas and social exclusion and to help them become valued members of society;

Institutionally, there are many recent examples of positive synergies: the EU’s contribution to the Aceh peace process is a mix of common foreign and security policy and Community instruments; the Border Assistance Missions in the Palestinian territories and in Moldova and Ukraine illustrate how Community assistance helps reinforce the impact of the CFSP and vice versa.

Within the framework of the accession partnership and the adoption of the Community acquis, the EU is providing important financial and technical assistance, helping the future Member States in implementing deep structural reforms.
