In my previous speech on the bill, I referred to the B.C. coroner's report from October 2012, which showed that on Vancouver Island, where I am from, there were 44 deaths from illicit drug use in 2011, with 16 of those occurring in my community in greater Victoria.

The reforms should be in place by the time the Community co-financing starts. In relation to the IASCF the reforms should, inter alia, fulfil the expectations set out in the Council Conclusions of 8 July 2008 and in European Parliament Resolution of 24 April 2008, in particular as regards the establishment of the Monitoring Board with relevant powers and an appropriate composition; the achievement of greater transparency and legitimacy in the IASCF’s standard- and agenda-setting processes; the enhancement of the effectiveness of the Standards Advisory Council; the formalisation of the role of impact assessments as part of the IASB's due process; and the establishment of a stable and independent funding regime.
Concernant l’IASCF, ces réformes devraient, entre autres, répondre aux attentes énoncées dans les conclusions du Conseil du 8 juillet 2008 et dans la résolution du Parlement européen du 24 avril 2008, notamment en ce qui concerne les points suivants: le Conseil de surveillance devrait être établi et doté de pouvoirs significatifs et sa composition devrait être équilibrée; la transparence et la légitimité de son processus d'établissement de normes, ainsi que du processus de fixation de son ordre du jour devraient être renforcées; l'efficacité du Comité consultatif de normalisation devrait être accrue; le rôle des analyses d'impact à réaliser impérativement dans le cadre du fonctionnement régulier de l'IASB devrait être formalisé; et un régime de financement stable et indépendant devrait être établi.

All this builds on the Community Action Plan on the Protection and Welfare of Animals 2006-2010 , communicated to Council and the Parliament in January 2006. One of the Action Plan's objectives is to "Provide greater coordination of existing resources while identifying future needs; Support future trends in animal welfare research and continue to support the 3Rs principle: Replacement, Reduction and Refinement alternative approaches to animal testing".

A. having regard to the various legislative proposals put forward by the Commission, in particular the proposals for directives of the European Parliament and of the Council on the protection of the environment through criminal law , on the criminal-law protection of the Community's financial interests , on measures and procedures to ensure the enforcement of intellectual property rights (COM(2003) 46), on ship-source pollution and on the introduction of sanctions, including criminal sanctions, for pollution offences (COM(2003) 92) and the proposal for a regulation of the European Parliament and of the Council on official feed and food controls (COM(2003) 52), seeking to ensure greater compliance with Community legislation through recourse to criminal law,
A. considérant plusieurs propositions législatives soumises par la Commission, notamment les propositions de directives du Parlement européen et du Conseil relatives à la protection de l'environnement par le droit pénal , à la protection pénale des intérêts financiers de la Communauté , aux mesures et procédures visant à assurer le respect des droits de propriété intellectuelle (COM(2003) 46), à la pollution causée par les navires et à l'introduction de sanctions, notamment pénales, en cas d'infractions de pollution (COM(2003) 92) et la proposition de règlement du Parlement européen et du Conseil relatif aux contrôles officiels des aliments pour animaux et des denrées alimentaires (COM(2003) 52), visant à mieux garantir les respect des dispositions communautaires en recourant au cadre pénal,

1. Calls for a positive interpretation by Council and Commission of the provisions of the draft Treaty of Amsterdam pertaining to public health, particularly Article 152, bearing in mind the status of health protection in the context of the EC Treaty and the principle of subsidiarity, which provides a good basis for sustainable development of the Community role as a partner in protection and improvement of the health of EU citizens while recognising the responsibilities of Member States for the organisation and delivery of health services and medical care ; and hopes at the same time that a forthcoming revision of the Treaty will provide for greater involvement of the Community in matters relating to the health protection of EU citizens;
1. demande une interprétation positive de la part du Conseil et de la Commission des dispositions du projet de traité d'Amsterdam relatives à la santé publique, et notamment de l'article 152, en tenant compte de l'importance donnée à la santé par le traité CE et du principe de subsidiarité, lequel article constitue une base saine pour le développement durable du rôle de partenaire de la Communauté en matière de protection et d'amélioration de la santé des citoyens de l'UE, tout en reconnaissant les responsabilités des États membres dans l'organisation et la fourniture des services de santé et des soins médicaux, et souhaite en même temps qu'une prochaine révision du traité prévoie une plus grande participation de la Communauté dans le domaine de la protection de la santé des citoyens de l'UE;
