The Country and Regional Strategy Papers process is precisely the place where this allocation has to be decided, because it is there that, with the participation of all the actors concerned, a balanced and coherent Community strategy towards third countries can be built up.

I'll tell you about three instruments we have developed, because they might be mentioned as people are talking to you about their own experience: the early development instrument, which is an outcome measure for children five years old; the national longitudinal survey of children and youth, done inside the community, which is bigger than the original survey because there's a whole series of questions about community participation that are added to it; and then a community mapping study, which breaks up the community up into its local neighbourhoods and looks at resource allocation and socio-economic status in different parts of those neighbourhoods and gives a more finely grained picture of the community for the community.

In the case of cross-border programmes among beneficiary countries, the need to carry out the ex ante evaluation referred to in Article 109(2) shall be decided by the Commission in agreement with the participating beneficiary countries, taking into consideration the Community funds allocated to the programme and in accordance with the proportionality principle.

On the basis of indicative financial allocations, and an indicative number of urban areas per Member State and a minimum level of expenditure (EUR 500 per inhabitant), the Member States identify the urban areas wishing to participate in Urban II. Each area selected defines a development strategy which it works out in a Community Initiative Programme (CIP).

Selection from these proposals should be completed by November.
