(15) Concerning the prevention of violence, including maltreatment of newborn children or abuse and sexual exploitation perpetrated against children, young people and women and the protection of victims and groups at risk, the European Union will bring added value to the actions principally to be undertaken by Member States by the following means: the dissemination and exchange of information, experience and good practices; the promotion of an innovative approach; the inclusion of new family models; the joint establishment of priorities; the development of networking as appropriate, not least in order to support the victims of sexual, psychological or physical violence and groups at risk ; the selection of Community-wide projects; and the motivation and mobilisation of all parties concerned.

(11) The Community can bring added value to the actions predominantly to be undertaken by Member States concerning the prevention of violence, including abuse and sexual exploitation perpetrated against children, young people and women and the protection of victims and groups at risk through the dissemination and exchange of information and experience, the promotion of an innovative approach, the joint establishment of priorities, the development of networking as appropriate, the selection of Community-wide projects and the motivation and mobilisation of all parties concerned.
(11) La Communauté peut apporter une valeur ajoutée aux actions qui doivent être essentiellement entreprises par les États membres consacrées à la prévention de la violence, y compris des maltraitances et de l'exploitation sexuelle perpétrées contre les enfants, les adolescents et les femmes, et la protection des victimes et des groupes à risque, par la diffusion et l'échange d'informations et de l'expérience acquise, la promotion d'une stratégie novatrice, l'établissement en commun des priorités, la mise en réseau s'il y a lieu, la sélection de projets à l'échelle de la Communauté et la motivation et la mobilisation de tous les acteurs en présence.

(4) This Directive constitutes an instrument essential to the achievement of the internal market as set out in timetable form in the Commission communications "Risk capital action plan" and "Implementing the framework for financial market: Action Plan" facilitating the widest possible access to investment capital on a Community-wide basis, including for small and medium-sized enterprises (SMEs) and start-ups, by granting a single passport to the issuer.
