2. The due diligence declaration shall be made by submitting the completed template set out in Annex II. Has decided to increase the payment appropriations in heading 2 to better reflect Member States' forecasts and to take account of the level of old outstanding commitments, payments for the current year, enlargement-related requirements and the outstanding commitments situation concerning the previous period; invites the Commission to present a fresh estimate of what is needed for 2004, including for completion of 1994-1999 payments ; invites the Commission also to examine the extent to which 1994-1999 commitments are still valid; urges that new control tools be developed and used without delay to carry out effective monitoring and reporting, particularly on the decommitment of payments, on a quarterly basis, and thus enhance implementation of structural operations: improvement and harmonisation of Member State payment forecasting methods, readiness and early-warning indicators and performance indicators; calls furthermore on the Commission to draw up an amending budget should the amounts earmarked prove insufficient to enable the budget to be implemented properly and, in particular, to enable outstanding commitments to be cleared;
25. a décidé d'augmenter les crédits de paiement de la rubrique 2 pour mieux refléter les prévisions des États membres et tenir compte du niveau des engagements antérieurs à liquider, des paiements de l'exercice en cours, des besoins liés à l'élargissement et de la situation du RAL de la période précédente; invite la Commission à présenter une nouvelle estimation des besoins de 2004, notamment pour la liquidation des paiements se rapportant à la période 1994-1999; demande à la Commission d'examiner en outre si les engagements de la période 1994-1999 restent valables; souhaite vivement que soient mis au point et utilisés sans retard des instruments nouveaux afin de garantir le contrôle et un système d'information trimestriel efficace, en matière de dégagement de paiements notamment, de manière à améliorer l'exécution des actions structurelles: amélioration et harmonisation des méthodes relatives aux prévisions de paiements des États membres, indicateurs de vigilance et d'alerte, indicateurs de performance; invite également la Commission à avoir recours à un budget rectificatif si les sommes allouées devaient s'avérer insuffisantes pour permettre l'exécution correcte du budget, en général, et l'absorption du RAL, en particulier;

12. Calls on the Commission to formulate the funding rules in such a way that the disbursement of tranches of funding for projects takes place only after a report has been issued by the beneficiary on the proper utilisation of the appropriations already received, and to append to its reports a summary – with timetable – setting out original plans, achievements in practice and proposed completion, in order to permit greater transparency, better monitoring and improved scope for planning;
12. demande à la Commission d'établir les règles de financement de manière à ce qu'il ne soit procédé à l'octroi de ressources pour les projets en tranches qu'une fois que les bénéficiaires ont fait rapport sur l'utilisation régulière des ressources qui leur ont déjà été versées; demande également qu'à l'avenir, la Commission joigne à ses rapports annuels un tableau des délais relatifs à la planification initiale, la réalisation concrète et l'achèvement prévu, de manière à permettre une transparence accrue, un meilleur contrôle et une possibilité de planification accrue;

On completion of a combined transport action and before final payment, the Commission shall carry out an evaluation of it, taking into account a report by the beneficiary showing how money has been spent and demonstrating the extent to which traffic forecasts have been achieved.

It is worth noting that this 1994 forecast is in complete harmony with preliminary reports on the upcoming IMF forecasts for Canadian growth this year.
