Regulation (EU) No 912/2010 should be aligned with the principles contained in the common approach of the European Parliament, the Council and of the Commission to the decentralised agencies, adopted by the three institutions on 5 July, 26 June and 12 June 2012 respectively, particularly with regard to the rules for adopting decisions of the Administrative Board, the terms of office of the members of the Administrative Board and of the Security Accreditation Board and those of their chairpersons, the existence of a multiannual work programme, the powers of the Administrative Board concerning staff management, assessment and revision of that Regulation, prevention and management of conflicts of interest and handling of non-classified but sensitive information.
En outre, il y a lieu d’aligner le règlement (UE) no 912/2010 sur les principes qui figurent dans l’approche commune au Parlement européen, au Conseil et à la Commission sur les agences décentralisées, adoptée par ces trois institutions respectivement les 5 juillet, 26 juin et 12 juin 2012, particulièrement en ce qui concerne les règles d’adoption des décisions du conseil d’administration, le mandat des membres du conseil d’administration et du conseil d’homologation de sécurité ainsi que celui de leurs présidents, l’existence d’un programme de travail pluriannuel, les pouvoirs du conseil d’administration en matière de gestion de personnel, d’évaluation et de révision dudit règlement, de prévention et de gestion des conflits d’intérêts et de traitement des informations non classifiées mais sensibles.

Notifications should always be based on accreditation. Otherwise the purpose of the provisions concerning accreditation contained in the proposal for a regulation would again be cancelled out by the decision, as the Community-wide accreditation rules should ensure that accreditation by conformity assessment bodies accords with common quality criteria throughout the EU.
Une notification devrait toujours être fondée sur une accréditation, sans quoi la portée et l'objet des dispositions sur l'accréditation contenues dans la proposition de règlement seraient réduits à néant par la décision. The application form for accreditation should contain basic data relating to the persons concerned, such as their full name, sex and date and place of birth, and the number, type and expiry date of their passport and an indication of possession of a residence permit issued by a Schengen State, together with the type and expiry date of that permit.

In closer detail, firms participating in the ecodaudit scheme undertake: - to establish and implement, in the light of the results of an initial environmental review based on the criteria laid down in the Regulation and ensuring full participation by workers and their representatives, an environmental protection system for activities on the site; - to carry out or order environmental audits applying the ecoaaudit method at each site concerned; - to address, at the highest management level, all audit findings and, in the light thereof, set objectives and measures aimed at continuously improving their environmental performance; - 2 - - to draft a separate environmental statement for each site audited at the same intervals as the environmental audits themselves; - to have the environmental statement validated by accredited environmental verifiers who will confirm the reliability of the data and information contained therein and that the statement adequately covers all the major environmental issues of relevance to the site; - to submit the environmental statements validated by the accredited environmental verifiers to the competent authorities and to make them available to the public.
Plus, en détail, les entreprises s'engageront, dans le cadre de l'Eco- Audit, à : - élaborer et mettre en oeuvre, à la lumière des résultats d'une analyse environnementale initiale, en accord avec les critères du règlement en assurant une participation appropriée des travailleurs et de leurs représentants, un dispositif de protection de l'environnement, applicable aux activités menées sur le site inscrit; - effectuer ou faire effectuer, des audits environnementaux sur les sites concernés, conformément à la méthodologie de l'Eco-Audit; - considérer, au niveau le plus élevé de direction, l'ensemble des résultats de l'audit et, en fonction de ces éléments, fixer des objectifs et des mesures visant à une amélioration continuelle de leurs performances environnementales; - établir, une déclaration environnementale spécifique pour chaque site ayant fait l'objet d'un audit, avec la même périodicité que l'audit environnemental; - faire valider par des vérificateurs environnementaux agréés la déclaration environnementale en ce qui concerne la fiabilité des données et des informations qu'elle contient et l'examen suffisamment approfondi, dans cette déclaration, de tous les problèmes environnementaux importants liés au site; - soumettre les déclarations environnementales, validées par des vérificateurs environnementaux agréés, à l'organisation compétente et les tenir à la disposition du public.
