À cet égard, la Commission européenne devrait être habilitée à demander à l’Autorité de contribuer à l’évaluation visée à l’article 242 de la directive 2009/138/CE, en particulier pour ce qui concerne la coopération des autorités de surveillance au sein des collèges d’autorités de surveillance, et le bon fonctionnement de ces collèges, les pratiques de surveillance pour le recours aux exigences de capital supplémentaire, l’évaluation des avantages d’un renforcement de la surveillance de groupe et de la gestion du capital au sein d’un groupe d’entreprises d’assurance ou de réassurance, y compris d’éventuelles mesures en vue de renforcer une bonne gestion transfrontalière des groupes d’assurance, notamment leur gestion des risques et des actifs, et également à faire rapport sur les évolutions et les avancées en ce qui concerne un ensemble coordonné de dispositifs nationaux de gestion des crises, et notamment sur la nécessité de mettre en place un système de mécanismes de financement cohérents et fiables, assortis d’instruments de financement appropriés.
