The Conciliation Committee, which shall be composed of the members of the Council or their representatives and an equal number of members representing the European Parliament, shall have the task of reaching agreement on a joint text, by a qualified majority of the members of the Council or their representatives and by a majority of the members representing the European Parliament within six weeks of its being convened, on the basis of the positions of the European Parliament and the Council at second reading.

If, within the twenty-one days referred to in paragraph 5, the Conciliation Committee agrees on a joint text, the European Parliament and the Council shall each have a period of fourteen days from the date of that agreement in which to approve the joint text.

Last week, we reached an understanding and an agreement as to how this matter could be resolved without a protracted and very difficult debate in the Conciliation Committee. During the debate in Parliament this morning, it was that agreement and that understanding – which it had been possible for both the Commission and the Council to accept and which had been reached on this issue specifically relating to unpaid blood donation – that our rapporteur ran away from.
