Mr. Moroz: When we sat down prior to the beginning of the negotiations at the end of 1994 to examine what might be done, it was agreed by both sides that in view of the recently concluded Uruguay Round negotiations these areas were adequately covered for purposes of the trade between Canada and Israel.

9. Deplores the persistent deadlock in the multilateral harmonisation exercise concerning non-preferential rules of origin, which began as early as 1995 on the basis of the Agreement on Rules of Origin (ARO) concluded in the Uruguay Round; believes that such harmonisation would enable trade defence measures throughout the world to be applied more effectively and fairly and would provide a better framework for origin marking practices; calls on the Commission to take all possible measures with a view to restarting and concluding these negotiations on the basis of the principles laid down in the ARO;

(7) The introduction of specific measures for the Community as regards ethyl alcohol of agricultural origin requires the establishment of trade arrangements at the Community's external borders. Trade arrangements involving a system of import duties should, in principle, stabilise the Community market. Those trade arrangements must be based on the agreements concluded during the Uruguay Round of multilateral trade negotiations.

(7) The creation of a single Community market in alcohol requires the establishment of trade arrangements at the Community's external borders. Trade arrangements involving a system of import duties should, in principle, stabilise the Community market. Those trade arrangements must be based on the agreements concluded during the Uruguay Round of multilateral trade negotiations.

The Commission is to report to the Council on the subject at the end of 1995 and 1998; 7. strengthen the forms and mechanisms of co-operation between the economic agents concerned (industry, management and workers, distributors, and consumers), with a view to seeking ways of improving the industry's competitiveness; 8. ensure, in co-operation with trade organizations, the collection and rapid publication of international trade statistics with a view to effectively combating unfair imports without delay; Externally: 9. as regards the Uruguay Round: - ensure compliance with the provisions of the Agreement on Textiles in order to preserve the balance of rights and obligations between all parties concerned; the dismantling of the MFA must in particular go hand in hand with observance of GATT rules and constraints, using all the international or autonomous instruments available to the European Union; - make a concerted assessment of its impact on the industry; - ensure strict application of the letter of the Agreement in co- operation with representatives of the economic sectors concerned; 10. significantly improve access to third-country markets in accordance with the outcome of the Uruguay Round by: - systematically identifying non-tariff barriers and swiftly taking all appropriate measures to have them removed; - stepping up action to promote exports, in particular to new markets opened up as a result of the Uruguay Round; 11. engage in strict, swift and effective application, in compliance with existing rules, of safeguard measures and commercial-policy instruments, particularly in fields such as anti-dumping and anti- subsidy action and protecting intellectual property rights; - strengthen the Textile Anti-Fraud Initiative (TAFI) and step up the fight against counterfeiting; 12. in the 10-year review of the GSP, take into account both the competitive position of third countries in the textile industry and the implications for the textile industry of the o ...

The following statement was issued by Mr. Frans Andriessen, Vice- President of the European Commission responsible for External Relations and Trade Policy after the conclusion of the informal Ministerial meeting of the Uruguay round held in Tokyo 16/17 November : "The Commission is very satisfied with the discussions which have just concluded because they were more centered on what can be done together in order to reach a positive conclusion of the Uruguay round than on what divides the different delegations.
M. Corrigendum to the Regulation governing the multilateral agreements concluded during the Uruguay Round The Council approved a corrigendum to Regulation (EC) No 3290/94 of 22 December 1994 on the adjustments and transitional arrangements required in the agricultural sector in order to implement the agreements concluded during the Uruguay Round of multilateral trade negotiations.
Rectificatif au règlement régissant les accords multilatérals conclus dans le cadre des négociations commerciales du cycle d'Uruguay Le Conseil a approuvé un rectificatif au règlement (CE) nu 3290/94 du 22 décembre 1994 relatif aux adaptations et aux mesures transitoires nécessaires dans le secteur de l'agriculture pour la mise en oeuvre des accords conclus dans le cadre des négociations commerciales multilatérales du cycle d'Uruguay en vue de corriger quelques erreurs matérielles qui se sont glissées dans ce règlement.
