Temporary agents employed under point (a) of Article 2 of the Conditions of Employment in the institutions, bodies, offices or agencies of the Union who are engaged by the EPPO with a contract concluded before and no later than 1 year after the EPPO becomes operational in accordance with the decision mentioned in Article 120(2) shall be offered contracts under point (f) of Article 2 of the Conditions of Employment whereas all other conditions of the contract shall remain unchanged, without prejudice to the need to respect the obligations stemming from the Conditions of Employment.

Mr President, I will conclude by mentioning three specific points.

Calls on the Council and the Commission to continue their vigorous efforts to promote universal ratification of the Rome Statute and the adoption of the requisite national implementing legislation, in conformity with Council Common Position 2003/444/CFSP of 16 June 2003 on the International Criminal Court (19) and the Action Plan; points out that not all Council presidencies pursue this common goal with the same vigour; asks all presidencies to mention the status of the ICC cooperation in all summits with third countries; requests that such efforts be extended to include ratification and implementation of the Agreement on the Privileges and Immunities of the ICC, which is an important operational tool for the ICC; notes the entry into force on 8 December 2007 of the agreement with the United Kingdom on the enforcement of sentences (and the entry into force of a similar agreement concluded with Austria in 2005), and urges all Member States to consider concluding similar agreements with the ICC; acknowledges the Cooperation and Assistance Agreement between the European Union and the ICC as an important tool to supplement the obligations incumbent on individual Member States;

Mr President, ladies and gentlemen, I should like to conclude by mentioning one final point which, I believe, should be laid to the credit of this Commission and the European Parliament.

The Parliament points out that the amounts mentioned by the applicant, which are allegedly due to the assistants, could not be taken into account because, according to the audit report, the contracts in question had been concluded between the assistants and the EH/B, a fact that was also pointed out by the Kingdom of Spain.

Several of the concluding points mentioned in this evaluation have already had an impact on the first Calls for Applications under COMETT II, as the following examples attest : * The selection procedure has adopted a more targeted approach (as regards non-covered regions and sectors) * Funding levels have been differentiated on the basis of strand and project size (the strategy adopted for pilot projects, for example) * UETPs have been offered new opportunities and been called upon to play a key role in organizing training courses and sessions for persons in charge of UETPs.
