12. Welcomes the Council conclusions on Burma/Myanmar of 23 April 2012, which include the suspension of restrictive measures imposed on the Government, with the exception of the arms embargo, and the EU’s wish to continue its support to the country’s transition; whereas human rights issues are central to the EU’s concerns: assisting the reform process, contributing to economic, political and social development and establishing the rule of law and fundamental freedoms, in particular freedom of expression and assembly; welcomes in this connection the recent visit of the President of the European Commission and the immediate increase in the Commission’s humanitarian funding for 2012 to help the people of Rakhine State;

Due to the political situation in Burma/Myanmar and in Belarus, the temporary withdrawal of all tariff preferences in respect of imports of products originating in Burma/Myanmar or Belarus should be maintained.

On 28 October 1996, the Council, concerned at the absence of progress towards democratisation and at the continuing violation of human rights in Burma/Myanmar, imposed certain restrictive measures against Burma/Myanmar by Common Position 1996/635/CFSP (2).
Le 28 octobre 1996, le Conseil, préoccupé par l’absence de progrès réalisés sur la voie de la démocratisation et par la persistance de violations des droits de l’homme en Birmanie/au Myanmar, a institué un certain nombre de mesures restrictives à l’encontre de ce pays dans sa position commune 1996/635/PESC (2).

Some of the restrictive measures imposed against Burma/Myanmar were implemented at Community level by Council Regulation (EC) No 817/2006 of 29 May 2006 renewing the restrictive measures in respect of Burma/Myanmar and repealing Regulation (EC) No 798/2004 (10).

[33] The EU Common Position on Burma/Myanmar prevents 'de facto' the conclusion of new contractual relations with the country, or for that matter with ASEAN of which Burma/Myanmar became a member in 1997.
