Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Strongly condemns the continuing provocative, inflammatory and anti-Semitic rhetoric of the Iranian President, who has called for Israel to be ‘wiped out’, and particularly deplores the threats made against the very existence of the State of Israel; is very concerned by the exponentially rising numbers of executions in Iran, which come down to extrajudicial state murder in view of the lack of any due process, as well as by the continued systematic repression of citizens aspiring to more freedom and democracy; stresses that official mutual contacts between the delegations of the European Parliament and the Majlis should also be used to address human rights issues, should be conditional on free access to visit political prisoners and human rights activists and the representatives should be given the opportunity to exchange freely a full range of political opinions; calls on the VP/HR to make arrangements for re-establishing an EU Delegation in Iran in order to be able to monitor, from an EU perspective, the situation on the ground; urges the Iranian regime to abstain from interference to Iraqi internal affairs;

Is very concerned that the human rights dialogue with Iran has been interrupted since 2004 due to a lack of cooperation from Iran; regrets that, according to the Council, no progress had been made; urges Iran to re-engage in the dialogue and, drawing on input from the EU, to define benchmarks aimed at real improvements in the field; calls on the Commission to implement all actions required within the framework of the EIDHR, so as to promote contacts and cooperation with Iranian civil society and to further support democracy and human rights; expresses its deep concern regarding the deterioration of the human rights situation in Iran and points out, in particular, the intensification of the repression directed against human rights defenders; at the same time, deplores the fact that Iran continues to apply the death penalty under conditions which violate international standards, and denounces in particular the executions of juvenile offenders; calls on the Council to express concern about the human rights situation in the country in all its contacts with the Iranian government and to concentrate its efforts on protecting human rights defenders, and especially women, as well as to persuade Iran to adopt an immediate moratorium on executions as a first step towards abolition;
