Iraq, condemning violations of human rights and humanitarian law in particular, the execution of civilians, the taking of hostages and their barbaric execution by terrorist groups, regular attacks on minority groups such as Assyrians and others, obstruction of access to medical care, and acts of torture against civilian populations; condemning the Iraqi Interim Government's decision to restore capital punishment; asking that allegations of human rights violations and war crimes committed during the last three decades be investigated by the Iraqi authorities as quickly as possible and that those responsible be punished; insisting on the right of every detainee to fair legal treatment in accordance with international law; reiterating its condemnation of the use of torture and other cruel, inhuman or degrading treatment of prisoners; calling for thorough, impartial, public and transparent investigation of allegations of torture and ill-treatment; asking for appropriate sanctioning through appropriate channels ; welcoming the holding of the Iraqi elections and insisting that human rights and democracy be the main values on which the future constitution of the country is based;

Takes note of the constitutional reform and in particular the changes which are likely to strengthen the role of parliament in legal decision-making; demands that the government refrain from using emergency ordinances and use the normal channels of legislation through parliament which are designed to provide consultation, proper debate and effective parliamentary control; calls on the Romanian Parliament to avail itself of the financial means needed to hire sufficient parliamentary research staff with legal expertise and support staff for parliamentary parties, in order that greater attention may be paid to the quality of legislation;
3. prend note de la réforme constitutionnelle et en particulier des changements susceptibles de renforcer le rôle du parlement dans le processus législatif; demande instamment au gouvernement de s'abstenir à l'avenir d'avoir recours à des ordonnances d'urgence et d'utiliser les voies législatives normales, par l'intermédiaire du parlement, qui prévoient une consultation, un débat en bonne et due forme et un contrôle parlementaire réel; invite le Parlement roumain à se doter des moyens financiers nécessaires pour recruter en nombre suffisant du personnel de recherche parlementaire disposant de compétences juridiques, ainsi que le personnel auxiliaire dont ont besoin les partis parlementaires, afin qu'une attention plus soutenue puisse être accordée à la qualité du travail législatif;

Democracy in an enlarged European Union will only work if the citizens are given a voice in the EU’s decision-making process via strong participatory channels, political and civil society leaders agreed at the European Economic and Social Committee’s (EESC) 8-9 March conference on participatory democracy and the European Constitution.
