3. exhorte le Conseil à activer la clause passerelle au titre de l'article 42 du TUE parallèlement au maintien du processus constitutionnel, ce qui permettrait d'inscrire les dispositions concernant la coopération policière et judiciaire en matière pénale dans le cadre communautaire et se traduirait par un gain d'efficacité, de transparence, de responsabilité ainsi que de contrôle démocratique et judiciaire; presse par conséquent la Commission de présenter au Conseil, avant octobre 2007, une proposition formelle de décision activant l'article 42 TUE; estime que la cohérence interne pourrait être améliorée par l'entrée en vigueur du traité établissant une Constitution pour l'Europe et en particulier par l'institution de la fonction de ministre européen des affaires étrangères et la création d'un service diplomatique extérieur;

As someone pointed out this morning, it was in this House that the constitutional process began, and I should like to pay tribute, on behalf of the Presidency, to Altiero Spinelli who, with his draft European Constitution of 1984, initiated this process and set it going by introducing a first stage, known as the Single Act, negotiated moreover under the Luxembourg Presidency.
