In conclusion, it is to be hoped that the initiative on prisons launched by the Council under the Italian Presidency will be continued, with the main objective of guaranteeing protection of the rights of persons deprived of their liberty. In this context, and continuing the strategy defined at EU level of considering that this special conference was not a new conference but an intermediate phase, it was considered that, on these more delicate aspects, the language of Beijing should be used again.
