Senator Forrestall: Honourable senators, since the industry has stated its concerns to the Deputy Prime Minister on certification on the lowest-price compliant position of the government, and given the fact that as the procurement is now structured the Government of Canada will become the prime contractor — in other words, its own prime contractor — will the government mend its ways and change the procurement process?
