Considers that the right to democracy – understood as the right of every citizen to take part in the exercise of the sovereignty of the people within the framework of institutions subject to the rule of law – is a historically acquired universal human right explicitly recognised by the European Convention for the Protection of Human Rights and Fundamental Freedoms, the International Covenant on Civil and Political Rights, the 1993 Vienna Declaration and the United Nations Millennium Declaration; considers that this right to democracy carries with it the duty for international community institutions, the European Union and all the Member States to work towards removing obstacles in the way of their full enjoyment throughout the world; considers that the strategic goal of this should be to set up a genuine World Democracy and Democracies Organisation, to be achieved either by transforming and strengthening existing supranational institutions – using the Community of Democracies as a basis – or by establishing new institutions;
8. estime que le droit à la démocratie en tant que tel, compris comme le droit de tout citoyen de participer sans discrimination à l'exercice de la souveraineté populaire dans le cadre d'institutions soumises à l'état de droit, est un droit humain universel acquis au cours de l'histoire et reconnu explicitement dans la Convention européenne de sauvegarde des droits de l'homme et des libertés fondamentales, le Pacte international relatif aux droits civils et politiques, la Déclaration de Vienne de 1993 et la Déclaration du Millénaire des Nations unies; estime qu'à ce droit à la démocratie correspond le devoir des institutions de la communauté internationale, de l'Union européenne et de tous les États membres d'agir pour lever les obstacles à son plein exercice dans le monde entier; estime que la projection stratégique de cet effort doit consister dans la création d'une véritable Organisation mondiale de la démocratie et des démocraties, qui résulterait soit de la transformation d'institutions supranationales en place mais renforcées, à commencer par la Communauté des démocraties, soit de la mise en place de nouvelles institutions;

Children’s rights form part of the human rights that the EU and the Member States have a duty to respect under international treaties and declarations, in particular the UNCRC and its Optional Protocols , including also the Millennium Development Goals ; and the European Convention on Human Rights (ECHR). The EU explicitly recognised children’s rights in the European Charter of Fundamental Rights , specifically in Article 24.

The Council explicitly recognises, in the third recital in the preamble thereto, that the Convention ‘is an important step in improving the international regulation of trade in certain hazardous chemicals and pesticides in order to protect human health and the environment from potential harm and to promote the environmentally sound use of such substances’.

The salient points on the social side concerned the contexts of: employment, where -the priority given in national policies to the creation of jobs and on the role of employment as an essential factor of integration were stressed; -the summit also gave prominence to the promotion of the fundamental rights and interests of workers through respect of the ILO Conventions on the banning of forced and child labour, the freedom of workers to organise and bargain collectively and the principle of non-discrimination; -in addition, the countries represented were urged to encourage the establishment of employer/employee relations in their national legislations; poverty, for which: - the structural causes were recognised along with the need for a multi- dimensional approach involving the poor themselves; - a commitment was received from all the countries to announce as soon as possible national plans to reduce all forms of poverty and to eradicate absolute poverty; prevention of exclusion, for which: - the role and importance of society in general in the preparation, implementation and monitoring of social policy were acknowledged; - the need for access for everyone to basic social services such as health care and education was recognised; equal opportunities for men and women, where: - the role and importance of the involvement of women in social, political, cultural and economic life were highlighted as part of the lead-up to the fourth World Women's Conference in Beijing; human rights, where: - respect for all human rights and for democracy as essential elements in development were explicitly and unequivocally acknowledged.
Au niveau social, il faut relever : Dans le domaine de l'emploi - l'accent a été mis sur la place centrale accordée à la création d'emplois dans les politiques nationales et sur le rôle de l'emploi comme facteur essentiel d'intégration; - le Sommet a aussi mis en avant la promotion des droits fondamentaux et des intérêts des travailleurs à travers le respect des conventions de l'OIT relatives à l'interdiction du travail forcé et du travail des enfants, la liberté d'association et le droit de négociation collective et le principe de non discrimination; - en outre, les Etats sont invités à encourager à l'établissement de relations industrielles, dans le cadre de leur législations nationales. Dans le domaine de la pauvreté - les causes structurelles ont été reconnues, ainsi que la nécessité d'une approche multidimensionnelle avec la participations des pauvres eux-mêmes; - un engagement de tous les pays a été obtenu d'annoncer dans les plus brefs délais des plans nationaux pour réduire toutes les formes de pauvreté et pour éliminer la pauvreté absolue. Dans le domaine de l'intégration - la reconnaissance du rôle et de l'importance de la société civile dans la formulation, la mise en oeuvre et l'évaluation des politiques sociales; - l'accès pour tous aux services sociaux de base comme les soins de santé et l'éducation. Dans le domaine de l'égalité entre hommes et femmes - la reconnaissance du rôle et de l'importance de la participation des femmes dans la vie sociales, politique culturelle et économique a été mis en vidence, annoncant ainsi la 4ème conférence mondiales sur les femmes à Pékin. Dans le domaine des droits de l'homme - La reconnaissance claire et sans équivoque du respect de tous les droits de l'homme et de la démocratie définis comme éléments indispensables au développement.

But the Convention does not provide explicitly for the collective enforcement of such obligations Nor do bilateral agreements usually include explicit provision for unilateral action which could allow one party to deprive the other of its recognised rights.
La Convention ne prévoit toutefois pas explicitement une assurance collective du respect de ces obligations. Par ailleurs, des accords bilatéraux ne prévoient généralement pas d'action unilatérale qui pourrait permettre à une partie de priver l'autre de ses droits reconnus.
