Notwithstanding Article 3 of Appendix I to the Convention, the rules on cumulation provided for in Articles 3 and 4 of this Protocol, as amended by the Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the former Yugoslav Republic of Macedonia, of the other part, to take account of the accession of the Republic of Bulgaria and Romania to the European Union (2), shall continue to apply between the European Union and the former Yugoslav Republic of Macedonia until the Convention has entered into application with relation to all Contracting Parties listed in Articles 3 and 4 of this Protocol.

HOLDS the view that both processes should be guided by the ultimate objective of the Convention: stabilisation of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, within a time-frame sufficient to allow ecosystems to adapt naturally to climate change, to ensure that food production is not threatened and to enable economic development to proceed in a sustainable manner; REITERATES its view that in order to meet this objective, overall global mean surface temperature increase should not exceed 2°C above pre-industrial levels and that significant global emission reductions will be necessary in accordance with the principle of common but differentiated responsibilities and respective capabilities; NOTES that this will require global greenhouse gas emissions to peak within two decades, followed by substantial reductions in the order of at least 15% and perhaps by as much as 50% by 2050 compared to 1990 levels; NOTES that failure to achieve such reductions urgently would lead to an increased risk of abrupt climate change; IS CONFIDENT that the Montreal Action Plan provides the appropriate means to discuss with all parties ways and means to achieve this objective;
4. ESTIME que ces deux démarches devraient être guidées par l'objectif ultime de la convention, qui consiste à stabiliser les concentrations de gaz à effet de serre dans l'atmosphère à un niveau qui empêche toute perturbation anthropique dangereuse du système climatique, dans un délai suffisant pour que les écosystèmes puissent s'adapter naturellement aux changements climatiques, que la production alimentaire ne soit pas menacée et que le développement économique puisse se poursuivre d'une manière durable; RÉAFFIRME qu'il estime que, pour réaliser cet objectif, l'augmentation de la température mondiale annuelle moyenne en surface ne doit pas dépasser 2° C par rapport aux niveaux de l'époque préindustrielle et que des réductions importantes des émissions mondiales seront nécessaires, dans le respect du principe des responsabilités communes mais différenciées et des capacités respectives; NOTE que, pour cela, les émissions mondiales de gaz à effet de serre devront atteindre leur point culminant dans les deux prochaines décennies, puis diminuer considérablement pour parvenir, d'ici à 2050, à une baisse des niveaux qui soit de l'ordre de 15 % au moins, peut-être même de 50 %, par rapport à ceux de 1990; NOTE que si l'on ne parvient pas à réaliser ces réductions de toute urgence, le risque de changement climatique brutal sera accru; EST CONVAINCU que le Plan d'action de Montréal fournit les moyens appropriés d'examiner avec toutes les parties comment atteindre cet objectif;

the global nature of climate change calls for the widest possible cooperation by all countries, and their participation in an effective, cost-efficient and appropriate international response, in accordance with their common, but differentiated responsibilities and respective capabilities; the EU therefore looks forward to engaging with all Parties to the Convention in an open dialogue on what further action is required as a next step to move towards the ultimate objective of the Convention; the relevant Council formations should reinvigorate their efforts to integrate climate change objectives into their policy areas; recent scientific research and work under the IPCC indicate that it is unlikely that stabilisation of concentrations above 550 ppmv CO equivalent would be consistent with meeting the 2°C objective and that in order to have a reasonable chance to limit global warming to no more than 2°C, stabilisation of concentrations well below 550 ppmv CO equivalent may be needed; recent scientific research and work under the IPCC indicate that keeping this long-term temperature objective within reach will require global greenhouse gas emissions to peak within 2 decades, followed by substantial reductions in the order of at least 15% and perhaps by as much as 50% by 2050 compared to 1990 levels; in view of the global emission reductions required, global joint efforts are needed in the coming decades, in line with the common, but differentiated responsibilities and respective capabilities, including significantly enhanced aggregated reduction efforts by all economically more advanced countries.

1. strongly WELCOMES the recent entry into force of the Kyoto Protocol, which is the first ever legally binding instrument to combat climate change containing quantified emission limitation or reduction commitments and which constitutes an essential first step towards meeting the ultimate objective of the United Nations Framework Convention on Climate Change ("the Convention") of stabilising greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system; REAFFIRMS that, with a view to meeting this objective, overall global annual mean surface temperature increase should not exceed 2°C above pre-industrial levels; EMPHASISES the findings of the Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC TAR) that significant further steps will be necessary to mitigate greenhouse gas emissions and limit adverse effects of climate change;

SE FÉLICITE VIVEMENT de l'entrée en vigueur récente du protocole de Kyoto, qui est le tout premier instrument juridiquement contraignant visant à lutter contre les changements climatiques et contenant des engagements chiffrés de limitation ou de réduction des émissions.
