Prolonging the negotiations on the Constitution beyond these dates would result in two serious problems of democratic legitimacy and transparency: on the one hand the constitutional legacy of the Convention would gradually be lost, and, on the other, the citizens of Europe would be voting in the European Parliament elections without knowing what the constitutional shape of the future Union would be.
Si les négociations sur la Constitution devaient se prolonger au-delà, cela poserait deux graves problèmes de légitimité et de transparence démocratique: d’une part, on en viendrait à dilapider progressivement l’œuvre précieuse accomplie sur le plan constitutionnel par la Convention et, d’autre part, les citoyens européens seraient amenés à voter pour élire le Parlement européen sans connaître les structures constitutionnelles de la future Union.

Any extension of the constitutional negotiations beyond those dates would raise two serious problems of legitimacy and democratic transparency: on the one hand, it would mean a gradual dissipation of the constituent foundations built up by the Convention, and, on the other, it would mean asking the European voters to elect their Parliament without knowing the constitutional shape of the future Union.
