Calls on the Commission to propose, by the end of 2012, a comprehensive internet security strategy for the Union, based on clear terminology; takes the view that the internet security strategy should aim at creating a cyberspace (supported by a secure and resilient infrastructure and open standards) which is conducive to innovation and prosperity through the free flow of information, while ensuring robust protection of privacy and other civil liberties; maintains that the strategy should detail the principles, goals, methods, instruments and policies (both internal and external) necessary in order to streamline national and EU efforts, and to establish minimum resilience standards among the Member States to ensure a safe, continuous, robust and resilient service, whether in connection with critical infrastructure or general internet use;

In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

Calls, in view of the inter-connected and highly interdependent, sensitive, strategic and vulnerable nature of national and European critical information infrastructures, for the regular updating of minimum resilience standards for preparedness and reaction against disruptions, incidents, destruction attempts or attacks, such as those resulting from insufficiently robust infrastructure or insufficiently secured end-terminals;

Notes the contribution that re-use and recycling can make to reducing greenhouse gases (GHG), as the use of RM is a significant source of GHG production; further notes the high recycling rates for specific sectors governed by recycling legislation; asks the Commission to identify ways of further increasing recycling in pertinent sectors by inter alia improving the legal framework for the circular economy; stresses the need to invest in the recycling of RM, particularly REE; calls on the Commission to launch an in-depth EU material flow analysis based on the entire life-cycle of RM (from mining to waste) by sector and in view of assessing and proposing cost-efficient ways of increasing recycling of RM while respecting the environmental impact; calls on the Commission to harmonise European legislation and minimum recycling standards with a view to greater consistency; calls on the Member States to ensure proper implementation of existing legislation, and calls further on national industry associations to actively promote recycling among their members and to facilitate cooperation with research institutions and other sectors; notes the importance of decoupling the amount of manufactured waste from the increase of manufacturing production;

The European added value of actions, including that of small-scale and national actions, shall be assessed in the light of criteria such as their contribution to the consistent and coherent implementation of Union law, and to wide public awareness about the rights deriving from it, their potential to develop mutual trust among Member States and to improve cross-border cooperation, their transnational impact, their contribution to the elaboration and dissemination of best practices or their potential to contribute to the creation of minimum standards, practical tools and solutions that address cross-border or Union-wide challenges.
2. A permanent mechanism for preserving financial stability must include measures which regulate the activities of the markets. These include, among other things, the introduction of a financial transaction tax and an obligation to meet minimum social standards.

(14) While this Directive does not aim to harmonise national laws on the selection procedures and qualification criteria for board positions in detail, the introduction of certain minimum standards as regards the requirement for listed companies without balanced gender representation to take appointment decisions for non-executive directors on the basis of an objective comparative assessment of the qualifications of candidates in terms of suitability, competence and professional performance is necessary in order to attain gender balance among non-executives directors.
