Information on capacity-building and development initiatives at national, regional and international levels, undertaken in accordance with paragraphs 1 to 5 above, should be provided to the Access and Benefit-sharing Clearing-House with a view to promoting synergy and coordination on capacity-building and development for access and benefit-sharing.

Takes the view that more resources could be invested in IGAD in order to promote a system of good governance, as well as effective political dialogue and consensus-building mechanisms in and among all its member states; calls on the EU to facilitate this role by further engagement in their process of building their internal capacity; recalls that it will be of the utmost importance to promote a regional institutional framework for dialogue and coordination among the countries of the region, with particular reference to Ethiopia, Kenya and Uganda as the key regional players, who will need to continue to coordinate efforts and pursue shared objectives; further recalls that IGAD could provide an adequate framework for dialogue and coordination regarding the exploitation of vital natural resources such as water;

Believes that, in light of the increasing relevance of the BRICS and other emerging powers and in light of the multipolar system of global governance that is taking shape, the G-20 could prove a useful and particularly appropriate forum for consensus building that is inclusive, based on partnership and able to foster convergence, including regulatory convergence; takes the view, however, that the G-20 has yet to prove its value in converting summit conclusions into sustainable policies that address critical challenges, not least the control of tax havens and other challenges and threats expressed by the global financial and economic crisis; notes in this respect the potential for the G-8 to play a role in building consensus ahead of G-20 meetings; considers that the existence of the G-8 should also be harnessed in an effort to reconcile positions with Russia so that common challenges can be addressed in a coordinated and effective manner;

International cooperation should build on existing cooperation schemes developed by European national and intergovernmental actors with international counterparts, e.g. the World Meteorological Organisation, and be developed for new areas through the Group on Earth Observations (GEO) which is coordinating efforts to build a Global Earth Observation System of Systems (GEOSS).
