1. Encourages the global community convening in the World Humanitarian Summit to adopt a rights-based approach to humanitarian action, with the objective of finding better and more inclusive ways to protect civilians with special regard to vulnerable groups such as women, children, and religious or ethnic minorities, to identify threats and vulnerabilities, and to monitor violations of human rights and international humanitarian law, thus helping strengthen the fight against impunity; expresses its conviction that upholding the universality of human rights and reinforcing shared understanding by all actors involved in humanitarian action also strengthens the core humanitarian principles of humanity, impartiality, neutrality and operational independence; stresses the need to put protection at the centre of humanitarian action and deplores any misuse or disrespect of the core humanitarian principles for political, military or non-humanitarian purposes; warns that such misuse undermines and endangers genuine humanitarian operations and their staff; insists that counter-terrorism measures should not undermine nor obstruct humanitarian actions;
1. encourage la communauté internationale réunie lors du sommet humanitaire mondial à adopter une approche fondée sur les droits dans ses interventions humanitaires, afin de trouver les moyens les meilleurs et les plus inclusifs de protéger les civils, en accordant une attention particulière aux groupes vulnérables tels que les femmes, les enfants et les minorités religieuses ou ethniques, de déterminer les menaces et les points faibles et d'assurer le suivi des violations des droits de l'homme et du droit humanitaire international, contribuant ainsi à lutter contre l'impunité; est convaincu qu'en renforçant le caractère universel des droits de l'homme et la compréhension mutuelle entre tous les acteurs impliqués dans les interventions humanitaires, les principes humanitaires fondamentaux d'humanité, d'impartialité, de neutralité et d'indépendance opérationnelle se verront également renforcés; souligne qu'il faut mettre la protection au cœur de l'intervention humanitaire et regrette les abus et les violations des principes humanitaires fondamentaux pour des raisons politiques, militaires ou non humanitaires; souligne que ces abus portent atteinte aux interventions humanitaires véritables et aux personnes qui les mènent; insiste sur le fait que les mesures antiterroristes ne doivent pas faire obstacle aux interventions humanitaires;

Stresses that today’s enormous humanitarian challenges require a more inclusive, diverse and truly global humanitarian system, to be strengthened at the WHS, that, at the same time, recognises the diversity in today’s humanitarian response system and the complementary roles of all actors; calls on the EU to promote a ‘Global Consensus on Humanitarian Action’ that reaffirms the principles of humanitarian aid and the obligations and entitlements under international humanitarian law (IHL), while ensuring people-centred and human rights-based protection responses, and holds governments accountable for their roles and responsibilities in protecting people; raises awareness of the negative impacts of the politicisation of humanitarian assistance, and recalls that the upholding of, and continued commitment to, core humanitarian principles is critical to ensure a humanitarian space in areas of conflict and natural disasters;
3. souligne que les problématiques humanitaires d'une ampleur considérable qui se posent actuellement nécessitent un système humanitaire – que le sommet humanitaire mondial devra contribuer à renforcer – qui soit plus ouvert, protéiforme et d'envergure véritablement mondiale et qui, dans le même temps, reconnaisse la diversité de l'actuel système d'intervention humanitaire et la complémentarité des différents acteurs; invite l'Union à promouvoir un consensus mondial sur l'action humanitaire qui réaffirme les principes de l'aide humanitaire ainsi que les droits et obligations émanant du droit humanitaire international, qui garantisse que les mesures de protection sont axées sur les personnes et fondées sur les droits de l'homme, et qui établisse la responsabilité des gouvernements au regard du rôle et des devoirs qui leur incombent au regard de la protection des personnes; attire l'attention sur les répercussions négatives de la politisation de l'aide humanitaire, et rappelle qu'un engagement effectif et durable en faveur des principes humanitaires fondamentaux est essentiel en vue de garantir un espace humanitaire dans les zones touchées par des conflits et des catastrophes naturelles;

G. whereas humanitarian principles of humanity, neutrality, impartiality and independence, and the basic rules of international humanitarian law and the human rights provided for by the Geneva Conventions and the additional protocols thereto, must be at the core of all humanitarian actions; whereas the protection of displaced persons must be guaranteed unconditionally, and whereas aid independence, i.e. aid that is free from any political, economic or security considerations or any type of discrimination, must prevail;

Underlines that increased complementarity between humanitarian and development aid is needed in order to address the issues of effectiveness and the humanitarian financing gaps, and should go hand in hand with increased development aid and humanitarian funding; calls on the EU, its Member States and other international donors to fully commit at the WHS to all proposed Core Commitments included in the Agenda for Humanity, which focuses on reducing the humanitarian impact of the conduct of hostilities and enabling humanitarian action.
