This communication follows on from the conclusions of the Corfu European Council of June 1994, which confirmed the European Union's intention to strengthen its relations with Mercosur.

In June 1994, the Corfu European Council proposed that a Consultative Commission on Racism and Xenophobia (CCRX) be created within the Council.

(2) The European Council, meeting at Corfu on 24 and 25 June 1994, stressed the need to create a general and flexible legal framework at Community level in order to foster the development of the information society in Europe.

(5) Whereas, in June 1994, in their report on 'Europe and the global information society`, which they prepared for the Corfu European Council of 24 and 25 June 1994, the members of a group of prominent representatives of industry recommended the implementation of trans-European telecommunications networks and the securing of their interconnectivity with all European networks; whereas the report identified mobile communications as a pillar of the information society whose potential should be strengthened; whereas the Corfu European Council gave its general approval to that recommendation;

It is one of a new type of agreement which is one element in the strengthening of the EuroMediterranean partnership called for by the Corfu European Council in June 1994, decided upon by the European Council in Essen in December 1994 and confirmed by the summit in Cannes in June 1995.
