Supports the recommendations of the January 2011 Foreign Affairs Council, which called on the VP/HR to pursue the subjects raised in the Weimar initiative so as to enable practical measures to be taken on the basis of a report that she is to submit to the Foreign Affairs Council by mid-2011, with a view to achieving concrete results by the end of the year as far as possible, including the potential for extending such initiatives to include other interested Member States;

Recommends that Member States commit themselves fully to the provision and sustainability of military capabilities, matching the trend towards growing emphasis on the qualitative aspects; endorses the requests made at the Ghent informal Defence Ministers' meeting and in the German-Swedish paper and the Weimar initiative and calls for the operative phase to begin without delay, in line with the December 2010 Council conclusions, in which the Defence Ministers agreed that the EDA should intensify its work to facilitate the identification of areas for pooling and sharing military capabilities, including through the support of a team of wise men; stresses the need to make this new approach to capability development a success; calls on the Member States to respect the deadline set by the December 2010 Council; recalls that the Chiefs of Staff of the EU armed forces have been tasked to screen their capabilities by May 2011, that the EU Military Staff has been commissioned to use this data for producing an overview by mid-2011 and that EU Ministers of Defence will reach final conclusions by the end of this year; calls on the Agency to make this new initiative its priority and to list potential new cooperation projects (for instance in areas such as satellite communications, medical support, naval logistics and cyber security) so as to avoid overlapping of costs and increase interoperability;
35. recommande aux États membres de s'engager pleinement dans la mise à disposition et la durabilité de capacités militaires répondant à une tendance de plus en plus attentive aux aspects qualitatifs; partage les demandes formulées lors de la réunion informelle des ministres de la défense à Gand, dans le document germano-suédois et par l'initiative de Weimar et invite à passer sans délai à la phase opérationnelle, conformément aux conclusions du Conseil de décembre 2010, dans lesquelles les ministres de la défense ont décidé que l'AED devait intensifier ses travaux visant à faciliter l'identification des domaines de mise en commun et de partage des capacités militaires, y compris grâce au soutien d'un groupe de sages; souligne la nécessité de mettre l'accent sur la nécessité d'assurer le succès de cette nouvelle approche de développement des capacités; invite les États membres à respecter la date limite de décembre 2010 établie par le Conseil; rappelle que les chefs d'état-major des forces armées de l'UE ont été chargés d'évaluer leurs capacités jusqu'en mai 2011, que l'état-major de l'UE a été chargé d'utiliser ces données pour produire un aperçu de la situation à la mi-2011 et que les ministres de la défense de l'UE donneront leurs conclusions finales pour la fin de cette année; invite l'Agence à faire de cette nouvelle initiative sa priorité et à dresser une liste de nouveaux projets de coopération potentiels (par exemple, dans des domaines comme les communications satellites, l'assistance médicale, la logistique navale et la cybersécurité) afin d'éviter les duplications de coûts et de renforcer l'interopérabilité;

1. The Commission shall ensure effective and regular monitoring of the actions undertaken under the Framework . It shall present to the European Parliament and to the Council by 30 September at the latest an annual report on the implementation of the Programme. 2. The Commission shall present to the European Parliament and to the Council a mid-term report on the implementation of the Framework by 31 December 2005, and an evaluation report on actions carried out under the Framework before submitting a proposal for its possible renewal, and in any case by 31 December 2007 at the latest.
