Mr. Derek Lee: Mr. Speaker, it has not been the practice of the House to order: cabinet documents which include a privy council confidence; papers the release of which might be detrimental to the future conduct of federal-provincial relations or the relations of provinces among themselves, the release of papers received from provinces would be subject to the consent of the originating province; papers of a voluminous character or which would require an inordinate cost or length of time to prepare.

2. Recommends that the scope of this review concentrate on updating and creating coherence between the eight consumer protection directives named in the Green Paper; calls on the Commission to present, to Parliament and the Council, a report on the implementation of Directive 2000/31/EC of the European Parliament and of the Council of 8 June 2000 on certain legal aspects of information society services, in particular electronic commerce, in the Internal Market ('e-commerce Directive), identifying questions relating to consumer confidence;

In the recent Commission White Paper on European governance, there is even the astounding theory that European Law is too meticulous because the Council and Parliament are greatly increasing the amount of detail, because they do not have enough confidence in the Commission.

Referring to the White Paper on Growth, Competitiveness and Employment and to the conclusions adopted at its meetings in Essen, Cannes and Madrid, the European Council reaffirmed its commitment to job creation as a matter of priority and welcomed the Presidency's intention of attaching maximum importance to discussion of this subject at the next meeting in Florence, on the basis of President Santer's confidence pact and of contributions made by some Member States.
Se référant au Livre blanc sur la croissance, la compétitivité et l'emploi ainsi qu'aux conclusions adoptées lors de ses réunions tenues à Essen, Cannes et Madrid, le Conseil européen a réaffirmé la priorité qu'il attache à la création d'emplois et a accueilli avec satisfaction l'intention manifestée par la présidence d'accorder, lors de la prochaine réunion du Conseil à Florence, la plus grande importance à la discussion de cette question, sur la base du pacte de confiance du Président Santer et des contributions apportées par certains Etats membres.

Drawing on the strategy agreed in Essen and on the White Paper, the European Council held a detailed discussion on the subject of growth and employment on the basis of the Commission communication entitled "Action for employment in Europe: A confidence pact", the joint interim report on employment as well as the other documents before it, including the conclusions drawn from the Tripartite Conference on Growth and Employment held in Rome on 14 and 15 June 1996 and the French Memorandum on a European social model.
S'inspirant de la stratégie convenue à Essen et du Livre blanc, le Conseil européen a procédé à un débat approfondi sur le thème de la croissance et de l'emploi, sur la base de la communication de la Commission "Action pour l'emploi en Europe : un Pacte de confiance", du rapport intérimaire conjoint sur l'emploi ainsi que des autres documents qui lui avaient été soumis, notamment les conclusions tirées à l'issue de la Conférence tripartite sur la croissance et l'emploi qui s'est déroulée à Rome les 14 et 15 juin 1996 et le mémorandum français pour un modèle social européen.
