− (SL) During the Slovenian Presidency of the Council, energy issues have been high on the agenda.

Therefore, I will not go into detail, but will just concentrate on two immediate priorities, bearing in mind our work leading up to the March European Council: energy and climate change, and the declaration that we hope to adopt in March.

Regarding the review of the Energy Taxation Directive, the Commission has indicated that it will present a communication and proposals on "green" VAT rates for the beginning of April 2009, after the Spring European Council. The exam of the Communication will start in the competent instances of the Council as soon as the Council will receive it.

The directive also provides for the active promotion of energy efficiency improvement services: this was provided for in the Commission’s proposal and also appears in the Council's common position (Art. 6 et al.). Parliament, too, emphasised this in several additional changes it made in its opinion (e.g. in Article 8).
