The Council notes that some of the errors detected by the Court concern small amounts and nevertheless reaffirms the point of view it had already indicated the year before on the need to strengthen controls, emphasising qualitative aspects so as to ensure a good cost/benefit ratio.

Given the major technical and economic developments occurring in television broadcasting and the appearance of new communication services in Europe since the Convention was adopted in 1989, and bearing in mind that the European Community had adopted Directive 97/36/EC of the European Parliament and Council of 30 June 1997 amending Directive 89/552/EEC, the Council of Europe saw an urgent need to amend some of the Convention's provisions in order to develop a coherent approach to transfrontier television between the Convention and the revised Directive.

Amongst these, the presentation of a comprehensive European Crime Report, the setting of common standards in financial investigation skills (envisaged for 2009), and the adoption of a Framework Decision on participation in a criminal organisation, which was agreed at political level at the June 2006 JHA Council but has not yet been formally adopted due to one parliamentary reservation in a Member State.
44. D’autres actions ont dû être différées , dont la présentation d’un rapport européen global sur la criminalité, l’établissement de normes communes concernant les compétences des enquêteurs financiers (envisagé pour 2009), et l’adoption d’une décision-cadre sur la participation à une organisation criminelle, qui a fait l’objet d’un accord politique lors du Conseil JAI de juin 2006 mais n’a pas encore été formellement adoptée en raison d’une réserve parlementaire dans un État membre.

Some noted that no discussion could take place until the Commission had presented its proposals while others referred to discussions at the Namur informal Council on 13 and 14 July 2001 and welcomed the opportunity to give their views following publication of the Second Report on Cohesion in January 2001.

It should be remembered here that the Laeken European Council reasserted the Council's commitment to the Tampere guidelines and noted that, despite the progress that had been made, "there is a need for new impetus and guidelines to make up for delays in some areas".
