In its conclusions of 27 May 2011, the Council invited the Commission to contribute to the digital single market by creating appropriate conditions for the mutual recognition of key enablers across borders, such as electronic identification, electronic documents, electronic signatures and electronic delivery services, and for interoperable e-government services across the European Union.

Pursuant to Decision 2004/387/EC of the European Parliament and of the Council of 21 April 2004 on interoperable delivery of pan-European e-Government services to public administrations, businesses and citizens (IDABC) (3), the Commission and the Member States should provide efficient, effective and interoperable information and communication systems for the exchange of information between public administrations and Community citizens.
Conformément à la décision 2004/387/CE du Parlement européen et du Conseil du 21 avril 2004 relative à la fourniture interopérable de services paneuropéens d'administration en ligne aux administrations publiques, aux entreprises et aux citoyens (IDABC) (3), la Commission et les États membres devraient établir des systèmes d'information et de communication efficaces, effectifs et interopérables pour l'échange d'informations entre les administrations publiques et les citoyens de la Communauté.

By Decision of the European Parliament and of the Council (the IDABC Decision)[1] the five year programme on interoperable delivery of pan-European e-Government services to public administrations, businesses and citizens (the IDABC programme) was launched on 1 January 2005 as follow-on to the IDA and IDA II programmes.
INSTITUÉ PAR UNE DÉCISION DU PARLEMENT EUROPÉEN ET DU CONSEIL (CI-APRÈS «LA DÉCISION IDABC») [1] afin de succéder aux programmes IDA et IDA II, le programme quinquennal relatif à la fourniture interopérable de services paneuropéens d’administration en ligne aux administrations publiques, aux entreprises et aux citoyens («programme IDABC») a démarré le 1er janvier 2005.

Instructs its President to forward this resolution to the Commission, the Council, the governments of the Member States, the EU-ACP Council, the Government and Parliament of Zimbabwe, the Government and Parliament of South Africa, the UN Secretary-General, the Presidents of the Commission and Council of the African Union, the Secretary-General of SADC, the Secretary-General of the Commonwealth, former South African President Nelson Mandela, Archbishop Desmond Tutu and appropriate presidents of sporting federations.
