(11) If, before a notice of intention is registered, the Governor in Council is of the opinion that the physical possession or use by the Crown of the land to the extent of the interest or right intended to be expropriated is, by reason of special circumstances, urgently required and that to order that a public hearing be conducted with respect to it would occasion a delay prejudicial to the public interest, the Governor in Council may direct that no order be made by the Minister under subsection (1) with respect to the intended expropriation and, in which case, a statement to that effect shall be included in the notice of intention.

Mr Verhofstadt briefly touched upon this point and Mr Prodi came back to the issue: the European Council statement rightly reiterates that the UN resolutions must be respected in order to find a lasting solution to this conflict; the US leaders themselves now seem to agree that Mr Sharon’s policy is feeding the spiral of violence and is a fundamental barrier to peace.

In April 2000, the UN Security Council, under the Canadian Presidency, issued a Presidential Statement whereby, amongst other things, the Council expressed its grave concern at the worsening human rights situation in Afghanistan, including the continuing discrimination against women and girls, and called upon the Taliban to end such practices and adhere to international norms and standards.

Fred Mifflin (Minister of Fisheries and Oceans, Lib) moved: Motion No. 65 That Bill C-26 be amended by adding after line 43, on page 25, the following new Clause: ``39.12 (1) In addition to the procedures set out in the Criminal Code for commencing a proceeding, proceedings in respect of any offence prescribed by the regulations may be commenced by an enforcement officer (a) completing a ticket that consists of a summons portion and an information portion; (b) delivering the summons portion to the accused or mailing it to the accused at the accused's latest known address; and (c) filing the information portion with a court of competent jurisdiction before the summons portion has been delivered or mailed or as soon as is practicable afterward (2) The summons and information portions of the ticket must (a) set out a description of the offence and the time and place of its alleged commission; (b) include a statement, signed by the enforcement officer who completes the ticket, that the officer has reasonable grounds to believe that the accused committed the offence; (c) set out the amount of the fine prescribed by the regulations for the offence and the manner in which and period within which it may be paid; (d) include a statement that if the accused pays the fine within the period set out in the ticket, a conviction will be entered and recorded against the accused; and (e) include a statement that if the accused wishes to plead not guilty or for any other reason fails to pay the fine within the period set out in the ticket, the accused must appear in the court on the day and at the time set out in the ticket (3) Where a thing is seized under this Act and proceedings relating to it are commenced by way of the ticketing procedure, the enforcement officer who completes the ticket shall give written notice to the accused that, if the accused pays the fine prescribed by the regulations within the period s ...
