(21)The European Border and Coast Guard Agency should step up its assistance to Member States for returning illegally staying third-country nationals, subject to the Union return policy and in compliance with Directive 2008/115/EC of the European Parliament and of the Council In particular, it should coordinate and organise return operations from one or more Member States and it should organise and conduct return interventions to reinforce the return system of Member States requiring increased technical and operational assistance when complying with their obligation to return illegally staying third-country nationals in accordance with that Directive.
(21)L'Agence européenne de garde-frontières et de garde-côtes devrait accroître son aide aux États membres en vue du retour des ressortissants de pays tiers en séjour irrégulier, sous réserve de la politique de l'Union en matière de retour et conformément à la directive 2008/115/CE du Parlement européen et du Conseil. Plus particulièrement, elle devrait coordonner et organiser les opérations de retour d'un ou plusieurs États membres et organiser et mener des interventions en matière de retour afin de renforcer le système de retour des États membres qui ont besoin d'un appui technique et opérationnel accru pour s'acquitter de leur obligation de rapatrier les ressortissants de pays tiers en séjour irrégulier conformément à cette directive.

Subject to the return policy of the Union, and in particular Directive 2008/115/EC of the European Parliament and of the Council of 16 December 2008 on common standards and procedures in Member States for returning illegally staying third-country nationals (20), and without entering into the merits of return decisions, the Agency shall provide the necessary assistance, and at the request of the participating Member States ensure the coordination or the organisation of joint return operations of Member States, including through the chartering of aircraft for the purpose of such operations.

If a citizen of the United Kingdom sends a communication directly to the Council in one of the languages referred to in paragraph 1, the Council will return the communication to the sender, informing him of the possibility of addressing the communication to the Council in that language via the competent body designated for that purpose by the Government of the United Kingdom.

As stated in the Return Action Programme, approved by the Council on 28 November 2002, and constantly reaffirmed in the European Union instruments in this area, such as in particular the Council Conclusions on voluntary return of 2 November 2005, voluntary return is an important component of a balanced, effective and sustainable approach to the return.
