IN-CONTEXT TRANSLATIONS

22. In terms of partnerships with third countries, the Commission Decision on the format for report on the activities of immigration liaison officers networks and on the situation in the host country in matters relating to illegal immigration, adopted in September 2005, will make a helpful contribution to the management of immigration liaison networks in relevant third countries.

Dans une perspective de partenariat avec les pays tiers, l’adoption, en septembre 2005, de la décision de la Commission relative à un modèle de rapport sur les activités des agents de liaison en matière d’immigration et sur la situation dans le pays d’accueil dans les domaines en relation avec l’immigration clandestine contribuera utilement à la gestion des réseaux de liaison en matière d’immigration dans les pays tiers concernés.

In line with the European Consensus on Development and the international aid effectiveness agenda, and as underlined by the European Parliament's resolution of 5 July 2011 on the future of EU budget support to developing countries, the Commission's Communication of 13 October 2011 entitled ‘Increasing the impact of EU Development Policy: an Agenda for Change’, and the Council Conclusions on ‘The Future Approach to EU Budget Support to Third Countries’ of 14 May 2012, budget support is to be used effectively to support poverty reduction and the use of country systems, make aid more predictable and strengthen partner countries' ownership of development policies and reforms.
Conformément au consensus européen pour le développement et au programme sur l'efficacité de l'aide internationale et comme indiqué par le Parlement européen dans sa résolution du 5 juillet 2011 sur l'avenir de l'appui budgétaire de l'UE en faveur des pays en développement, eu égard à la communication de la Commission du 13 octobre 2011 intitulée «Accroître l'impact de la politique de développement de l'UE: un programme pour le changement» et aux conclusions du Conseil du 14 mai 2012 sur «La future approche de l'appui budgétaire de l'UE en faveur des pays tiers», l'appui budgétaire doit être utilisé de manière efficace pour favoriser la réduction de la pauvreté et le recours aux systèmes nationaux, à rendre l'aide plus prévisible et à renforcer l'appropriation, par les pays partenaires, des politiques de développement et des réformes.

In view of the conclusions reached above with regard to the failure of Belize, Cambodia, Fiji, Guinea, Panama, Sri Lanka, Togo and Vanuatu to discharge the duties incumbent upon them under international law as flag, port, coastal or market State and to take action to prevent, deter and eliminate IUU fishing, those countries should be notified, in accordance with Article 32 of the IUU Regulation, of the possibility of being identified as countries the Commission considers to be non-cooperating third countries in fighting IUU fishing.

Pending the identification by the UN of a newly independent country as a least-developed country, the Commission shall be empowered to adopt delegated acts, in accordance with Article 36, to amend Annex IV as an interim measure so as to include such a country in the list of EBA beneficiary countries.

Where parts of projects of common interest are situated within the territory of third countries, the Commission may, in agreement with the Member States concerned, put forward proposals, where appropriate within the framework of the management of the agreements between the Community and those third countries and in accordance with the Energy Charter Treaty and other multilateral agreements with third countries which are parties to that Treaty, for the projects also to be recognised as being of mutual interest by the third countries concerned, in order to facilitate their implementation.

Where parts of projects of common interest are situated within the territory of third countries, the Commission may, by agreement with the Member States concerned, put forward proposals, where appropriate within the framework of the management of the agreements between the Community and those third countries and in accordance with the Energy Charter Treaty in respect of third countries which are signatories to that Treaty, for the projects also to be recognised as of reciprocal interest by the third countries concerned, in order to facilitate their implementation.
