You certainly have marriage commissioners doing marriages in various parts of the country, but the great majority of marriages in this country are performed by clergy, to the extent that there will no doubt be challenges on where that freedom to act or not to act will be allowed when a person of faith or a person of a religious or other conscientious conviction objects to the request being made.
