Au lieu d'entamer un processus de concertation afin de pouvoir mettre en place celui des modèles fiscaux actuellement en vigueur dans les États membres qui est le plus performant et le moins bureaucratique pour éviter la double imposition des cotisations et des prestations, le rapport se prononce d'ores et déjà pour le régime EET, alors qu'il est évident que le régime fiscal TEE, qui comprend une imposition à l'entrée du plan et l'exemption des pensions à la sortie, garantirait un traitement fiscal uniforme, indépendamment du pays de résidence de l'affilié ou du retraité, qu'il permettrait d'assurer l'assiette de l'impôt au pays qui consent les avantages fiscaux à la constitution du plan de retraite professionnelle, et rendrait superfétatoire la question du partage des recettes fiscales.
