B. whereas men in unmarked army uniforms seized the parliament of the Autonomous Republic of Crimea and took positions at strategic points in the peninsula; whereas a number of armed individuals arrived from the territory of the Russian Federation and committed an armed attack, capturing the checkpoint of the State Border Guard Service of Ukraine; whereas it is obvious that some of the armed individuals who are active in Crimea are in reality Russian soldiers;
B. considérant que des hommes portant des uniformes de forces armées sans signe distinctif ont pris possession du parlement de la République autonome de Crimée et ont occupé des positions en différents points stratégiques sur la péninsule; considérant qu'un certain nombre d'individus armés sont arrivés en provenance du territoire de la Fédération de Russie et ont perpétré une attaque armée, prenant le contrôle du point de passage du service des gardes-frontières ukrainiens; considérant qu'il est évident que certains de ces individus armés, actifs en Crimée, sont en réalité des soldats russes;

5. Considers the annexation of Crimea to be illegal and refuses to recognise Russian de facto rule of the peninsula through, inter alia, the decision to prohibit the importation of goods from Crimea and Sevastopol which do not have a Ukrainian certificate and to ban the issuing of Schengen visas to residents of Crimea with Russian passports; welcomes the decision by Mastercard and Visa to stop all services in the annexed Crimea region of Russia;
5. considère l'annexion de la Crimée comme illégale et refuse de reconnaître la domination russe exercée de facto sur la péninsule, et soutient notamment la décision d'interdire l'importation de marchandises en provenance de Crimée et de Sébastopol ne portant pas de certificat ukrainien et de proscrire la délivrance de visas Schengen aux résidents de Crimée en possession d'un passeport russe; salue la décision prise par les entreprises Mastercard et Visa de cesser tout service en Crimée annexée;

(h)‘entity in Crimea or Sevastopol’ means any entity having its registered office, central administration or principal place of business in Crimea or Sevastopol, its subsidiaries or affiliates under its control in Crimea or Sevastopol, as well as branches and other entities operating in Crimea or Sevastopol.

C. whereas the arguments presented by the Russian leadership to support this aggression are utterly unfounded and out of touch with the realities on the ground, as there have been no instances whatsoever of attacks on or intimidation of Russian or ethnic Russian citizens in Crimea;

D. whereas the self-proclaimed and illegitimate authorities of Crimea decided on 6 March 2014 to ask Russia to incorporate Crimea into the Russian Federation and called a referendum for 16 March 2014 on Crimea’s secession from Ukraine, thus violating the constitutions of both Ukraine and Crimea;
