Calls on the international community to provide more humanitarian aid and assistance to the people affected by the crisis in Iraq and Syria; calls for the EU to consider initiating the convening of a donor conference; welcomes the commitments made by Member States of the EU, as the biggest donor of financial aid, and their pledges for the future; calls for the EU to put pressure on all donors to fulfil their promises and to deliver on their pledges swiftly; calls for an increase in the EU’s contributions to the UN’s humanitarian programmes and for the EU to strengthen its cooperation with international organisations;

C. whereas the spill-over from the Syrian crisis reached a new high point earlier this year when militants from the Islamic State of Iraq and Syria (ISIS) took over the cities of Ramadi and Fallujah, as well as parts of Anbar province; whereas fighters from Iraq also play a prominent role on both sides in the Syrian crisis; whereas Iraq has reportedly allowed the transport of weapons and supplies from Iran to the Syrian regime and Hezbollah;
